For me the problem was that I failed to fill in the field called LINK TEXT in the popup’s admin area. So there was no text showing for people to click.
It sounds like your problem might be a little different. You have an image, but it’s not linking? I’d go through the admin area of the popup and triple-check all the fields. Otherwise, I don’t know what it could be, and you’ll need more expert advice than I can offer.
