I’m not sure what you mean. When I go to edit the gallery, I have the option to add the url that will link to the image. But when I save and visit the page, upon clicking the image it doesn’t take me to the url that I have listed, only opens up the image in a new window.
I also can’t find any option to “link” in the gallery. Where exactly are the gallery options?

So I learned that you need to have the WP Gallery Custom Links plugin in order to add a url link to each image.
I installed this, and now have the option to add a link to each image. However, when I click on the image it still opens the image itself, not the url I dedicated it to.
Any suggestions from here?
