I’ve enabled the plugins you advised and had to install a default theme. Looks like the scrolling doesn’t work with the default theme and Site Kit enabled.
I’ve enabled all the plugins with the default theme and it appears that scrolling does not work. As soon as I enable my theme, users can scroll.
So it seems to be the theme I’m using that is the culprit.

The paywall is for individual articles, I have supplied 3 article url’s in the form.
Unfortunately as this is a production site, I won’t be able to disable all the plugins.
Can this be tested using a staging site (the staging site has a different subdomain altogether) ?

I’m only using the Paywalled content. Under the Open content, there is “Paywall (with dismissal)” set to Block.

Thanks for creating the GitHub issue.
I have attempted to use the RRM block with a user with the administrator role as well as a user with the editor role. Unfortunately a message is displayed with the below message:

I cleared all plugin settings, then attempted to install the plugin and encountered some strange behaviour where the sharing wouldn’t and then after a few hours, the sharing started to work.
It seems that a few posts after being published, the checkbox is checked for some, other posts that are edited have the checkbox enable after the post has been edited and shared twice.

I manually connected to each server sitting behind the Application Load Balancer and noticed one server still had its .htaccess file with insertions from w3 total cache, after removing those lines and invalidating Cloudfront that issue has not occurred.

I ended up creating a new user with the Editor role, no issues were detected. So I deleted the old account and recreated the account.
I eventually purchased the plugin yesterday evening.
Thanks @adamdunnage , after disabling the mentioned plugin I have not experienced issues since implementing the provided solution.
