`Do you host with Cloudways? If so, I had the same problem with my Cloudways sites
The Cloudways BOT PROTECTION is the sale malware plugin, but has limited features available on the front end. Even though I have BOT PROTECTION disabled, that seems to have restricted updates, and we could not delete it manually
I had to enable Bot Protection, then disable this again. This removed the plugin and I was then able to re-install the WordPress repository version.`
I was having the same issue deleting the Malcare plugin. I had bot protection on, so I disabled it and re-enabled it. I then tried to delete via the WordPress admin section, but received an error. However, I was able to delete via SFTP.
