It looks like the cycle of disabling and enabling the mandatory check for Ticket Type has worked. Now I am able to create tickets even with the flag enabled.
It seems the issue is resolved.

I followed the troubleshooting mentioned by the OP, which is to disable the mandatory check for the Ticket Type field. After this, I could successfully create tickets. You would have also checked after I made this change, and hence your ticket was created successfully.
I have reverted the change for now, if you would like to check again. I would want to preferably keep the mandatory check enabled.
