Andrew…having a similar issue. I have tried disabling other plugins and that did not help either. I used it six months ago and it was a breeze. I now either get a 408 Request Timeout error, this error… “Warning: Invalid argument supplied for foreach() in /home/lakelley/public_html/wp-content/plugins/blogger-importer/blogger-importer.php on line 227” or similar to you it says it has been successful and to “Have Fun” but no posts have been imported.
Similarly I tried the Blogger Importer Extended and that is not working either.
Have you found any other options for importing an xml file?
Trying to tag one of the creators @otto42 to see if they can look into this.

Thanks, Steve. Looks as though this has been an ongoing issue and the plugin/theme developer has not been answering any support questions related to it. I tried the other plugin Blogger Importer Extended as recommended by another poster, but that also seems to be having issues.
