Not sure if I asked the correct question. I use Easy TOC and i am able to get the TOC in the side bar. I can also get it to stick no problem. What I cannot get right is how each heading within the TOC in the side bar highlights as you scroll though the page.
Is that what will require CSS?

Thanks Fernado, Thant worked, but only partially. On mobile it is still pressed up against the edges. Does the CSS have to be adjusted for all devices ?
