Yes, I have selected the option you mentioned to send all comments to moderation, so all of them should be manually approved.

I have deleted the previous version and I have uploaded the new one (4.13) but I have the same problem.

I have posted a comment while logged out and after deleting cache and using incognito mode.. but the comment was approved automatically.
