I did a test using plugin with latest release of WooCommerce and I was not able replicate the issue.
Please use YITH Badge Management with only WooCommerce and a WordPress default theme and let us know if the problem persists.

Plugin use scheduled actions to send email so some minute could be pass from the moment you click on the sending button.

please install a plugin to track email as “Email Logging” and check if emails are generated.
When you click on “Send Email” by product page, please check if among scheduled actions in pending status, exists one managed by the plugin.
You should be able check all scheduled actions in WooCommerce -> Status -> Scheduled Actions
