I had the exact same problem, reverting to the previous elementor version solved it – Using OceanWP theme

You need to download the plugin from here https://downloads.wp.xz.cn/plugin/newsletter.4.7.1.zip (V4.7.1) and upload the missing files from the zip to the server, then re-install the older version

Me too…

I had to manually upload the missing file manually, then I removed the old plugin version and installed it by uploading a zipped file.

Now it’s working, but I’m getting a JS errors about missing files:
wp-content/plugins/newsletter/subscription/style.css
wp-content/plugins/newsletter/subscription/validate.js
