I assume there is something corrupt in my database given that plug in and WordPress rollback hasn’t addressed this.
Is there a functions code snippet that can force this meta box to appear, or something else you can think of? Ideally I’m trying to avoid resorting to database edits to control access

They show: the members groups used on the page, a snippet of the privileges assigned to administrator (showing restrict content enabled) and the WPBbakery Edit window, which previously below had the meta box (shown on the members plugin page: https://ps.w.org/members/assets/screenshot-3.png?rev=2503334 where you select the access rights. Currently that box is missing, which I need to restore
