Thank you for the option, the fee is for shipment protection that is 2% of the customers total and its optional for the customer to reamove it (we have it set to apply automatically and the customer can click to remove) so we can not set it like you mentioned.

In the mean time we have turned off the automatic applied fee so the customer has to click it to apply it. With it being turned off everything works, as long as the customer doesn’t click the fee the order will go throught paypal.
