The free version of the Flexible Shipping plugin supports shipping zones and weight-based rules. Based on the configuration you described, it appears that everything should be working correctly.
As a next step, we suggest creating a clone of your site—a staging/test environment. On this environment, please activate a default theme, such as Storefront, and deactivate all plugins except Flexible Shipping and WooCommerce. Then, check if the issue still occurs.
This approach will help determine whether the problem is caused by a theme or a plugin conflict.
Additionally, you can try an experiment by setting up the rates using the basic “Always” rule, which does not take weight into account, and test if it works correctly. This will help you determine whether the issue is more related to the shipping zones or the weight-based rule.

Currently, our plugin is not translated into French, but you can easily do this yourself using the Loco Translate plugin.
In Loco Translate, you can create a new language and add your own translations.Here’s an example: I created the French language and searched for the word you wanted to translate.

With the free version of Flexible Shipping, you can only set shipping rules based on the total order value, weight, or a flat rate per order. You cannot set a per-item rate or create rules based on the number of items (cart line items) or delivery location (local vs. nationwide) without upgrading.
To achieve your scenario:
- Flat rate per item ($8.50 per item, NZ-wide)
- Special rate for 1–3 items delivered locally ($5)
You will need Flexible Shipping PRO and Flexible Shipping Locations for WooCommerce.

This error is returned directly by the UPS API and generally means that some service or accessory (such as signature, insurance, etc.) is not available between your chosen addresses. Even when Access Points are switched off in the plugin, other accessory settings or defaults may still trigger this issue.
Double-check the following:
- Make sure all optional accessories and extra services are disabled in the shipping method settings.
- Test shipments without any accessory options.
- Check the exact pair of addresses and service in the official UPS online calculator to confirm whether accessories/services are actually available for that route.
- Ensure that both shipping and destination addresses belong to supported UPS zones and that you haven’t exceeded any package limits (weight, dimensions, service area).

No UPS shipping options displayed
The reasons may include configuration issues, account-currency mismatch, incomplete API setup, or exceeding UPS shipping limits.
Please verify:
- The UPS Live Rates method is correctly added to your relevant shipping zone.
- API credentials are correct, and the store currency matches your UPS account.
- Weight/dimensions are defined for all products, and parcel parameters don’t exceed UPS limitations.
- Your WooCommerce store, shipping origin and destination addresses, and plugin settings are accurate.
- Optional: Enable Fallback Rate as a backup in case no live rates return.

- Always compare your results to the UPS online calculator while logged in to your UPS account. Make sure your profile has an assigned payment method.

Thank you for sharing the issue that you experienced. I’m not able to visit your website, but based on description of the problem my first guess is that the information is displayed by the debug mode and are visible only to administrators/shop managers. Customers won’t see them. To hide the notice on Shop/Cart/Checkout, simply disable Debug Mode:
- Go to WooCommerce → Settings → Shipping → DHL Express Live Rates and uncheck “Enable debug mode”. Guide: How to enable debug mode?
