Thank you for your reply. I did what you suggested and increased the values for the post_max_size and max_input_vars in my server and the problem remains.
You can build more than 20 emails, as long as, those emails are not done using HTML. If you build 28 with just plain text (no html coding) there is no problem, in fact, you can probably build 100 or more.
The problem I described on my initial post had to do with emails built using HTML. You cannot build more than 20.
