More than 2 months to reply to this tread.
Safari shipped with M1 more than a year ago.
The alternative PDFjs Viewer plugin I have tried opens the file just fine.CONCLUSION

Unfortunately it’s not resolved.
At this time Table Maker and Broken Link Checker plugins do not play well together.
I am stuck.

The relative links are working fine and are not broken in reality.
Why does BLC interpret the link as
https://axalight.com/skyline/%22/skylineq35/
when in a browser they are resolved correctly to https://axalight.com/skylineq35 ?Is it that BLC that is picking them up incorrectly or an issue with Table Maker?
We use relative links on our sites and they seem to work correctly with BLC
