The App builder do not slow your website, because all actions and filters hook to the API, Your website working normal because the Web no call any API. That mean than website working normal no effect when install the plugin.
The builder in the admin dashboard load via our CDN no use any your website resource.

Yes, Maybe your server running PHP 8
Because the WordPress market did not lint syntax PHP 8 that why I change the file name bootstrap80.php => bootstrap80.php.sample
You can go to this path and revert it.
wp-content/plugins/app-builder/vendor/symfony/polyfill-mbstring/bootstrap80.php.sample => wp-content/plugins/app-builder/vendor/symfony/polyfill-mbstring/bootstrap80.php
