Enable Role manager module and unckeck “Top Admin Bar” in Administrator panel
same problem here, Duplicator has too many bugs, not working with live host to local wamp , I used all-in-one wp migration https://ww.wp.xz.cn/plugins/all-in-one-wp-migration/#description , it works like a charm

I downgrade to version 1.9.13 , version 2.0 is too buggy
