Thanks to a backup I rolled back to 3 days ago.
Now the Templates & Patterns are showing again – without these new php configurations etc. Like it was before.
I´ll let you know if it comes again and what I did immediately before that.

I did both edit the php configuration and enabled the debug log.
The php configuration did not help.
Further, the debug log contains no errors or warnings when trying to access the template kits button, or anything else. There are no logs. (To verify if the debug log actually works I have caused deliberately an error and it logged it).
