I also have this problem. I tested it with a completely fresh WordPress installation to rule out any side effects from other plugins.
What I noticed is that the issue only occurs after you have added an image via the WordPress Media Manager. In the Gutenberg editor (Blog Editor), there is also a short jump after inserting external content, but here it jumps to the correct position.
So I suspect it’s an issue related to the way WordPress distributes external content inserted via paste (ctrl + v) and that the Classic Editor has not yet been adapted for this.
