I deactivated all plugins and deleted them. again installed one by one . It worked now the error has gone
but deactivating and deleting of plugin is successfully taking place
Permissions are correct only 755 for directories and 644 for all files.
I wonder the UPdate URL plugin was successfully installed after site migration and I updated all URLS from old to new. after that no plugin is able to install or update
