Thanks for suggestions and measures to bring back visual editor.
It was mixed content issue which was corrected in phpmyadmin. Defining http to https in phpmyadmin everything is just ok.

Same problem here is an inspection report of admin area for the visual editor which is not working. In reply to: Visual Editor not workingI deactivated all plugins one by one changed theme to default 2017. Installed and run Health checker plugins gone through all the process but no result. Restored my backup of WordPress but no luck.
