I found the issue. I needed to do a code commit to our git repo before moving to the test environment. Thank you.
thank you for the reply. The issue is that plugins are not allowed to be installed in test and live environments. They must be copied over from the dev environment. I will submit a support ticket with pantheon to see if they have any insight.
