I’ve been getting this same thing for months. I’ve had to remove WP Offload from all my sites. Obviously still looking for a solution. I found somthing regarding a bad DB entry here https://github.com/deliciousbrains/wp-amazon-s3-and-cloudfront/issues/267. But it did not help.

I am getting “Fatal error: Call to undefined function pevious_post_link_plus()”

I am using the correct function for posts and the plugin is active.
