My dev found this reply at https://noorsplugin.com/how-to-fix-paypal-error-things-dont-appear-to-be-working-at-the-moment-please-try-again-later/ that solution fixed the problem and PayPal check out is working again.
The odd thing is that the checkout process was working fine and then the next day it wasn’t. We had made no changes and we got no notices from PayPal that anything was changed.
We also discovered that this problem was affecting all non-encrypted payments and caused some problems on another site we were connected with.

In reply to: [WooCommerce] PayPal payment in WooCommerce stuck on holdThe payments are stuck in “processing”. I sent the individuals a PayPal invoice and they paid separately.
In WordPress, cancel is not an option. I can delete the payments listed, but I don’t think that cancels the payment.
FYI, the payments do not appear in PayPal at all. So, I can’t cancel them from there either. When I changed the email in PayPal I didn’t update it in WooCommerce. So, WooCommerce could not login. And, it doesn’t seem to have gone back to those orders after I successfully updated the email.

In reply to: [WooCommerce] PayPal Order on HoldI changed my PayPal email address and forgot to change the settings in Woocommerce. Three payments were processed during the period before I fixed the settings. Now those payments are stuck On Hold.
Will WooCommerce process those payment on its own? Or do I have to do something to get them cleared?
