Glad you figured it out.
I can confirm that as of Woocommerce 4.0.1 this issue has still not been resolved. I suggest the solution (to Woocommerce) would be to rename and change/blank the following fields (along with the API fields) as follows:
Receiver email (change to Live / Sandbox Receiver email)
PayPal identity token (change to Live / Sandbox PayPal identity token)
