The same thing is happening to me, the limit is 512MB, the website is 330MB, but it still says that it exceeds the limit.
What @paulschiretz says makes a lot of sense.
Those icons are theoretically intended for other uses (updates, alerts, etc.), not to “force” the use of the paid version of a plugin.

I deactivated all plugins, including Wordfence, but the error persisted.
I tried deleting “Admin Notices Manager” and reinstalling it, but the same thing happened: “Sorry, you don’t have permission to access this page.”
It’s very strange.
Anyway, what I mentioned doesn’t affect functionality. I just wanted to be helpful in case what I mentioned was useful.

That site has the “Loco Translate” plugin, but it’s not the one generating the error. I know this because I looked at another site that has the same error and doesn’t use that plugin.

- Yes, the version is the latest (1.6.0)
- It’s a single site
- I only have one user (administrator)
- This is the first time I’ve noticed this error, and I don’t think there are any restrictions or permissions on the site (only Wordfence, but I don’t think that’s the problem)
But now that you mention it, I’ve looked at the links on both buttons and they’re not the same. I think the problem comes from the plugin/language “connection.” I have the site in Spanish (Spain).
The two links are as follows:

- https://samev.org/wp-admin/options-general.php?page=ajustes_de_avisos_de_administracion (this one works correctly)

I’ve completely disabled LiteSpeed Cache and cleared the cache at both the site and server levels (I left the plugin disabled). But it’s still the same.
I also tried reverting to the previous version of the plugin but that didn’t work either (I’ve now updated it again).
