My apologies. I should have tried creating a new ad first.
Looks like either some plugin or a WordPress update has confused AdRotate. When I try to create a new ad some of the controls in the admin do not work. Basic Examples links and Select Media button do nothing.
Not sure if that is relevant, BUT if I use shortcodes in our sidebars the ads DO appear.
That is good enough for me. As long as I have ads appearing we are fine.

The ad is active, impression limit and click limit are 0 (zero), schedule end date is 08-03-2023.
What else should I be checking?

You were absolutely right! This was completely our fault. We had a transient entry in our .htaccess that was doing a temporary redirect for the site port.
Obviously, this interrupted any attempt to connect with Woo or Jetpack.
