Another tidbit on this particular file / update problem.
Be sure to check your disk space. I was up against a limit and when I increased the disk space, presto!
All fixed. Although many Hosts have unlimited, some times the package for a particular site may have limits

Note that this file is 698K
be sure to check to see if you are up against you allowed limit for the website.
That was the problem and solution for me.
