I am seeing the same problem with several of my test WP installations. It would seem that not only China, but other countries as well.
It is not always recommended to use plugins that have similar purposes together, especially those related to security unless their individual purposes are unique in what each one accomplishes.
Some WP users have recently been experiencing login issues with the “Botnet Attack Blocker” plugin.
Experiment with your plugins, and use what you know works best for you.
Same problem with my clients, using different themes. This only recently started occurring, perhaps in the last week at the most.

I decided to use Login Redirect located here: https://ww.wp.xz.cn/plugins/login-redirect/ and it works great, without any problems.
