No its a default setting in WP dashboard at the very bottom. Note that I am using the latest WP version.
Under Dashboard settings > WP Super Cache Settings > EasyTab > Delete Cache

Yes, have tried multiple browser, but found that it works only when I go in WP and delete all cache.
