I found the issue. I hope this helps others.
Kinsta creates, with WordPress installs, a directory:
wp-content/mu-plugins
Within this directory is a file:
kinsta-mu-plugins.php
This file and the folder of files within this directory block specific plugins from being installed on the Kinsta server (or any other server).
Once the directory is deleted, I was easily able to install and activate Updraft.
Thank you for bringing this to my attention. Just thought it was the most obvious place to post this help wanted ad.
I updated Timely and this corrected the issue.
