Interesting. a PP button was put in the ultimate member form as a shortcut. I took this out, and UM is now fine and sumbits, and PP on the next page works fine.
OK, GREAT page, and BIG help. I have identified that my PayPal Buy Now Button, which is actually on the NEXT page, when deactivated all works fine. I put in a support ticket with them.
Any other ideas or comments appreciated.

I disabled the reCAPTCHA, but it still does the same thing.
Thanks for the idea. Any others ? I read there was issues with SSL, but i tried with and without, same affect.
