I was having this problem with WP Event Manager too and realized that when I was publishing events they would not be hidden once their date and time passed until I explicitly set an expiration date for the event (after already having to set Start Date, Start Time, End Date, End Time separately and explicitly as well).
I built a small plugin that automatically sets the expiration date when you publish the event so that they will not appear when the event has passed. It’s right here: https://ww.wp.xz.cn/plugins/auto-expire-events-for-wp-event-manager/Forum: Plugins

The issue does go away when I remove the anchor tag from the popup content.
Okay, I was wondering if it was an unmatched tag in the popup content, but it’s all solid. I will leave it with Autoptimize disabled.
Just checked again, and it does seem to be a Chrome-only issue.
Oops, I re-activated. Now it’s got just Popup Maker and using a Twenty Seventeen Child Theme
Hm, though it appears as well with the Twenty Sixteen theme activated.
Looks like it’s an issue with the Twenty Seventeen theme, then. Issue still appears with only Popup Maker activated.
