Hello, I ran into the same type of problem, and thanks to some help from my hosting company support, I discovered that the problem is (almost) always not enough disk space at the hosting and maybe also not enough bandwidth allowance.
The latest WP versions – at least the “one-click” installations – needs about 50MB space. When you do an upgrade, it seems that it needs another 50MB. I did not have enough harddisk at 50 MB for the initial installation (after removing the original failed installation at 50MB). The host support increased the disk space to 100 MB and it worked without a problem.
When upping to 4.9, I had the same problem, and I increased to 200MB and it worked the first time.
I think that might be the problem for a number of cases. And I took out the extra themes (maximum 2 installed) before hand. If you have 4 or 5 themes installed, you may also experience the problem even at 150 MB for the first upgrade.

The problem is still there for the older posts, but not for the new ones. That’s an interesting twist!
