I spoke with WP support.
The Jetpack content WP-hosted site users see is different to what self-hosted site users see.
I’m not sure why it’s necessary to provide a different experience but I’ll assume there’s a reason.
My feedback to Jetpack would be to make it clear to people using their documentation that it’s specifically for self-hosted WP site users, and that options differ for WP-hosted site users.
Or include documentation for WP-hosted users as well. It would have saved a lot of trouble.

On my installed plugins page the Jetpack entry says ‘Jetpack is automatically managed for you’ and ‘Updates managed by WordPress.com’.

When I select ‘View details’, it shows the version as 14.5

I am running a WordPress site with a regular Business plan hosted on WordPress.com servers.
