We had the same issue. Reverted to an old back up and disabled the plugin.

Hi, it looks like the issue is Addify’s Product Country restrictions plugin.
When i turn this plugin off and allow all countries to purchase, the drop down box appears for UK/US/CA. (Like you saw today.)
We need to be able to restrict some products due to shipping logistics, however by using the plugin our US/CA users can’t purchase even unrestricted products because the billing country fixes to UK
