I don’t see an obvious way that works to recreate the environment.
I went to test and restored the backup taken before I did the update.
Then checked code to see if it would find the newer version in DEV
to pull to TEST. Logic missed it.

I suspect it is a Chrome thing Version 71.0.3578.80 (Official Build) (64-bit)

on MacOS Mojave 10.14.6 and not a Meta Slider issue. JavaScript — write once test everywhere.

This is one of those mysteries of the sea. Normally, when I bring a new plugin from dev to test, it appears in plugins admin and the activate link is present. Once activated, the deactivate link is present plus any settings links, etc created by the activation routine. The Meta Slider frame and description came over but there were no links, just a check box for the bulk action mechanism. This was our savior as Activate option was offered with Meta Slider selected.

Once activated, Meta Slider works normally in Live or Test. The Meta Slider plugin admin pane looks normal.

I was in Chrome at the time. Hummm….. JavaScript, write it once, test it everywhere.

We’re Pantheon Basic plan folk so support is via chat. Chat boffin will probably duck and cover on a WordPress issue but Pantheon engineering will gladly investigate time and materials.

Pantheon will let you spin up a sandbox for free. Install Pantheon’s WordPress core. Workflow is mostly Git based but you can put the code base in SFTP mode and install plugins normally. Switch back to Git. Pantheon UI will keep you on workflow. Once you have it in and working, pull from DEV to TEST and the problem will present. Git checkout will get you a copy of the whole schemer and you can export DB and files.

I don’t know that it is worth chasing since there is a known avoidance. And it could well have been a browser issue.
