Do you have a caching plugin installed?
Make sure your ads are all associated with the Group 16. Also, make sure they are published.
For ads to appear in a Text Widget, you must check the “Enable shortcodes in Text Widgets” box here: WordPress Admin Area > Settings > Ads

To be honest, I’ve only tested this plugin on WooCommerce 2.1 Beta (which was scheduled to be released this month).
