Upgrading to 5.4 solved my problem. (Note the: recommended PHP 5.4 or greater in the https://ww.wp.xz.cn/about/requirements/)
Hi @wouter, I found that my problem was the PHP version on my server. WordPress requires PHP 5.4 or greater.

I already changed to file name to user.php but I can’t see the user controller in my JSON API settings page.
Do you see the user controller in your JSON API settings page?
