This problem is not resolved. When I follow the steps in the Github link I get an error message at step 6 that says “You do not have permission to finish App Store login.”

Hi Zubair,
I have turned on two-factor authentication on facebook and refreshed the page and still get the 400 bad request message. I rebooted the computer and tried again and still got the same error.
I took screencaps of the results testing the WCS and WordPress.com connections, viewable here: https://we.tl/t-rOrnVUt6L5 it looks be working fine.
What should I try next?

As far as I can tell two-factor authentication is not turned on Facebook.

Thanks for looking into this.
I have tried connecting Facebook to Woocommerce via another browser and another computer that hadn’t been used with either wordpress or Woocommerce and they both still give me the 400 Bad Request nginx.
Is there something else I can try?
