Turns out my issue at least appears to have been a corrupted *_post table. fixing this fixed the issue.

Granted the title is incorrect, however, it does not change the fact that I’m seeing the same error as others have reported, I’m beginning to think its an issue with PHP 7.0.2 which is the best they allow.
This error also prevents from submitting a new blog posting. as there is no box to submit it in.
