I’ve got everything running perfectly now so no need to change anything on my account. As to the plugin, here is the link: https://ww.wp.xz.cn/plugins/woocommerce-shipping-options/
The issue is it hasn’t been updated in five years so I’m sure it was breaking a number of functions. Probably best to just not use the app. I managed to get what I needed to work using the shipping zones and local zip codes. Thank you for the prompt response and I will be promoting your plugin to anyone in need of a similar solution. Thanks again!

As a quick update, I’ve figured it out. There was a plugin for setting local delivery within woocomerce that was breaking the function. I was forgetting to disable woocommerce related plugins when troubleshooting. The plugin hadn’t been updated for a few versions so I’ve since scrapped it. Thank you for the awesome plugin. It works perfectly!
