Regarding the version i have already specified.

There is no caching pluign enabled on the site.

Thanks for clearing the doubts.
So as you suggested, We need to use a third-party plugin to achieve this.
To restrict the shipping of a product based on the location you have to use Conditional Shipping and Payments or the Conditional Shipping for WooCommerce plugins
You did suggest 2 plugins. Can you please suggest which one would be ok as per our requirement?

The above statement looks like a problem that requires one of the plugins I mentioned above.
I think everything is working fine if I don’t enable the free shipping.
It’s only when I enable free shipping the issue arises.I have made a video of the problem I am trying to point out.

No, we are not trying to restrict shipping methods for some products. We trying to restrict shipping based on the shipping zone I mentioned above.
Our problem is that the customer should not be able to order the local delivery type product from other than the 3 postcodes specified in the Local delivery zone setting. As we can’t deliver this kind of products outside of these 3 postcodes.
Sadly this is happening if we enable the free shipping module for orders total of more than 100.If this is not happening then I believe the configuration is not right yet.
I have sent you the screenshot of each and every page. So I am not sure where I am wrong.
I am happy to put the demo on a test site on the server if you are willing to check there.

I put 0 in the “Cost” field. However, the issue still persists.
Also after putting 0 in the “Cost” field, we didn’t get a warning There are no shipping options available even if customers choose a different zone than the zones specified in local delivery regardless of the free shipping rule.
Not sure how it is working on your side.Also, I am not sure You got the problem right. What we want is.
Few products to be available only in specific zones. If customers choose other than those zones it should give an error There are no shipping options available.
Other kinds of products to be available in all zones.
This whole thing working fine.However, if we want to give free shipping for an order having a total of more than 100, then that causes an issue with the local delivery product.

I added the Uk as the region to the Local delivery zone. However that doens’t resolve the issue.
it’s showing Free Shipping when it should show There are no shipping options available in case of an order total of more than 100 with a postcode W10 5UF.I have tested with another scenario.
Instead of a specific postcode, I have also tested with specific zones. There also we got the same problem.As an example, This time I try with some product to be only available in the specific zone in the United States. say Alabama, Florida, Georgia.
And some products to be available all over the US.There also if you add the Free Shipping Option to the zone, then the product which should only be available only in the zones Alabama, Florida, Georgia are showing the Option Free Shipping in case of Free Shipping condition matched instead of showing There are no shipping options available

Coming to the setup of the shipping options, I have set up exactly as you mentioned above.
Also, The first shipping zone Local delivery (the UK with restricted postcodes) is on top of the whole UK zone.When I have an order amount less than 100 and we have only Juices product in the cart and the customer postcode is different than the 3 postcodes, we got the warning There are no shipping options available.
However, if the order total is more than 100 and we only have Juices product in the cart and the customer postcode is different than 3 postcodes, It is showing Free shipping next to the Shipping option instead of giving the warning for There are no shipping options available..We have tested this on a standalone WordPress project with only the WooCommerce plugin installed. There also we get the same issue.
I am attaching the screenshot of the entire settings as well as the checkout page so that you can check.
