I do have access to our website database via phpMyAdmin; I’ve logged on and verified that I can see tables with names like “cerber_acl” and “cerber_lab”.
That is correct. Whenever I click “Network Activate” it redirects to a page with the error I posted previously and does not activate.
I did not previously delete the wp-cerber folder; I overwrote it with the wp-cerber folder in the reset file. Since you mentioned deleting the wp-cerber folder, I just deleted and tried reinstalling it, but I am still receiving the error above when trying to activate it.
