I think I have the same problem, but it’s sporadic.
Elementor editor throws up can’t load preview – and then inspecting shows all the 429 errors.
Sometimes by enabling safemode it works and I can get into Elementor editor, othertimes it doesn’t. Disabling all the plugins bar Elementor and Pro makes no difference. And then, sometimes visiting the front end and using the edit with elementor bar at the top let’s me in without a problem. I’m watching this thread and sharing in your frustrations.
