I was experiencing the same issue when using Contact Form 7.
The version You shared does indeed fix the problem — in my case, the checkbox is now clickable and the warning message no longer appears.
I’m using the default hCaptcha settings, without changes in “Delay Showing hCaptcha”

I found a workaround.
In the commenting plugin, I found a fragment that checked whether you are an administrator
I changed it to “if you are the author of the product” and added a new plugin in which I can assign authors to products.
My problem was
facebook – The lack of a fully completed application in the facebook API.
twitter – I haven’t completed account at https://twitcount.com/
After the account was created and linked, the counting reappeared with a temporary delay.
