I can tell you that this Friday we’ll be releasing a new add-on that allows for dynamic configuration. It might not perfectly suit your needs, but we’re already working on providing more tools for pre-configuration.

Thanks for your explanation.
You can add a filter to your automation using user meta tags.
When you create your user, you can add a user meta tag with your preferred name (for example: user_created).
The flow of your actions could look like this:
Action: Send an email
Filter: User meta user_created is equal to 0
Action: Send an email
Filter: User meta user_created is equal to 1

The scheduled task you see, runs every 5 minutes to check if there is any automation to run.
The development team will check this type of automation, I have done a test and it is true that it is launched every 5 minutes when it should not, since I have set a specific time. We will publish the update as soon as possible.
