I installed wordpress to another hosting company and did not have this problem. What could possibly be causing this issue at my other hosting company.
I tried disabling all plugins and tested using the Twenty Nineteen theme but the problem persists. I have tested on four different installations of WordPress on the same server. All have this issue. I will test on a different hosting provider and see if that fixes the issue.
