As long as that user has manage_woocommerce permission, the attribution report works for the non-admin user. Unfortunately, that also gives them access to all of the Woocommerce settings. In the meanwhile, though, the report now allows non-site admins to run it.

Here is the image from above.Additionally, the report will not run as a Shop Manager role either. So, I’m not sure that I can fix this with capabilities. It appears that something in either the code or the db is inhibiting the report for non-admin users.
I have added each of the capabilities you suggested. I had to create two that didn’t already exist – read shop reports and woocommerce view analytics.
When adding the manage woocommerce the error message changes to “Unable to load the data” vs the no permission message shown previously.
Where do I go next, please?
