How about default theme also cant translate. Is it also need to be localization. May i know how to make it localization?

One question while i try on wordpress 2.2 and using the chinese translation everything is translated, i no need to set any localization it work perfectly, even i upgrade to 2.3.2. Can refer to http://advenemedia.com/amberhoo. Now i need to do the localization then only can work? And i don’t know how to do the localization also. Please guide. Thank you.
